A total of 20,580 former holders of
study permits were given permanent residency in Canada in the first nine months of 2023. This is more than for the whole of last year (19,725), and close to the figure for the year before (22,675). Despite this, ex-students still make up a small proportion of Canada's 437,000 permanent residents. As there were 807,750 study permit holders in the country at the end of 2022, and with its government planning for no more than 500,000 permanent residents in 2026, most are unlikely to attain the status.
